No fake news but signs as these are posted as a subversive/underground activity or protest.

Maybe an example nearer to home: From the nineties in Germany I do remember stickers on post boxes telling you to simply drop empty batteries there for proper recycling. That was the time when 'Deutsche Bundespost' was headed by a politician having shares in a company producing batteries.
